The BARS Program is operated by Flight Safety Foundation Limited, a Melbourne based wholly owned subsidiary of the Flight Safety Foundation Incorporated, located in Virginia, USA.
Flight Safety Foundation Limited (FSFL) is an Australian Company holding a Not-for-Profit status granted by the Australian Tax Office. Governance of the FSFL is provided by a Board comprising two Australian non-executive directors and the Managing Director, as well as a representative from the Board of Governors of Flight Safety Foundation Incorporated.

Each BARS Registered Audit Company is required to maintain a system of regular evaluation on the performance of their BARS Auditors. The Audit Company is also required to have its own internal quality assurance program. The BARS Program Office is responsible for the observation program whereby selected audits are observed to confirm the BARS Program requirements are being met in the conduct of the BARS Audit.
The BARS Program Office is audited by an independent entity, (KPMG) on a biannual basis to provide assurance that FSFL and the BARS Program Office are providing the desired services and functions the BMO customers require.
The contents of the BAR Standard suite are derived from the needs of the subscribed BARS Member Organizations (BMOs). The BMO representatives coordinate input through the Technical Advisory Committee (TAC). The TAC meets regularly to review the contents of the Standard(s), the effectiveness of the Program and to consider changes and improvements to the Program and Standards.
The BARS Program Office (BPO) has a Standards Review Team (SRT) to evaluate the proposed changes to the Standard for technical accuracy prior to release.
