Developed by the GAIN Working Group E on Flight Ops/ATC Ops Safety Information Sharing, this report is intended as an overview of how aviation organizations can promote improvements in the level and quality of reporting of safety information. In aviation organizations, it is front line employees such as air traffic controllers, pilots, flight crew, maintenance personnel, and others who can provide key information about aviation safety problems and potential solutions.

In order for these workers to come forward and report errors or mistakes, an organizational climate conducive to such reporting must exist — a Just Culture. This report includes a discussion of theories and principles of a Just Culture; information regarding the benefits of a Just Culture; the changes that may occur in an organization implementing a Just Culture; some necessary steps to create a Just Culture; possible obstacles to implementation; and, four case studies that present real-world examples of organizations that were beginning the process of creating a Just Culture (Navair; New Zealand CAA; United Kingdom CAA; and Alaska Airlines). This report by GAIN Working Group E, Flight Ops/ATC Ops Safety Information Sharing, is an estimation of benefits of a pilot/controller collaboration effort conducted at Charlotte/Douglas International Airport (KCLT). Because of the limited resources available for this analysis, only a small sample of data was analyzed, so the numeric values are conservative estimates. However, the report shows the benefits of pilot/controller collaborations are real and are considerable. September 2004.

GAIN Working Group E on Flight Ops/ATC Ops Safety Information Sharing created this report to highlight the safety and operational benefits of increased pilot/controller collaboration and understanding. It includes a discussion of common misconceptions between pilots and controllers, a comparison of education and training processes for pilots and controllers, suggestions on incorporating pilot/controller collaboration in training and education, and recommendations for institutionalizing enhanced pilot/controller collaboration. September 2004.
