Steve Creamer is the new Director of the Air Navigation Bureau at ICAO, taking responsibility for the role in April 2015. Steve has held a number of executive and managerial positions at the U.S. Federal Aviation Administration with over 33 years’ experience in the Air Traffic and International Aviation organizations. They include serving as FAA Regional Office Director for Europe, Africa and the Middle East; and serving as a member of the ICAO Air Navigation Commission.
Steve began his career in air traffic operations, eventually managing all Alaskan and North Pacific airspace, pioneering new airspace use techniques that improved capacity and access for all operators. More recently his work has broadened to the international implementation of procedures and technology systems that improve aviation safety, with a careful eye toward retaining capacity and efficiency.

Mr. Hart is chair of the Washington Metrorail Safety Commission. Mr. Hart has extensive experience working on transportation and transportation safety issues in both the public and private sectors. He served as an attorney for the Air Transport Association of America, as an associate attorney for the law firms Peabody, Rivlin, Lambert, & Meyers and Dickstein, Shapiro & Morin, and as a managing partner for the law firm Hart & Chavers. He also served as the Deputy Administrator of the National Highway Traffic Administration and Assistant Administrator for System Safety and Deputy Director of the Air Traffic Safety Oversight Service at the Federal Aviation Administration. Mr. Hart served two terms as a member of the National Transportation Safety Board from 1990 to 1993 and 2009 to January 2018. He served as chairman of the NTSB from 2014 to 2017. Mr. Hart earned a Bachelor of Science in Engineering and a Master of Science in Engineering from Princeton University and a Juris Doctor from Harvard Law School.

Patrick Ky is Executive Director of the European Union Aviation Safety Agency (EASA). Since 2013, his mission has been to establish and maintain a robust and safe European aviation system for the traveling public.
Mr. Ky has over 30 years of experience in Civil Aviation. Before joining EASA, he was in charge of SESAR, the single European sky digitalization programme. He also held various positions in the French Civil Aviation Authority, EUROCONTROL and the European Commission.
A graduate of Ecole Polytechnique and the Civil Aviation Engineering School in France, he holds postgraduate degrees in economics from the University of Toulouse and the Massachusetts Institute of Technology.

Mr. Sultan is Director of the Airspace Operations and Safety Program at NASA’s Aeronautics Research Mission Directorate. He is responsible for leading NASA’s research portfolio across four research centers for current and emergent users, as well as the NASA co-lead for the NASA and FAA Research Transition Teams. The program conducts cutting edge research in airspace operations, vehicle command and control, and safety technologies on Advanced Air Mobility, UAS, Autonomous Vehicles, Emergency Response Operations for Wildfire Management, and Sustainable Commercial Operations for low emissions, fuel, noise, and contrails. He is leading the development of the mid-century NASA Sky For All vision to further the transition to a digital service-oriented architecture that is prognostic, collaborative, scalable, and dynamically adaptive for all future users. He is also responsible for aviation safety research in areas of aircraft state awareness, prevention of aircraft loss of control, verification and validation of complex systems, prognostic safety through data mining, and in-time system wide safety assurance. He is the co-lead for the NASA and FAA Research Transition Teams which have resulted in transfer of major technology transfer to FAA for implementation through TBFM, TFDM, TFMS, and UTM. He is also the NASA executive representative on the Commercial Aviation Safety Team (CAST), Aviation Safety Information Analysis and Sharing (ASIAS).

Mr. Alan Foo joined CAAS in 1998. He is currently the Senior Director of the Safety Regulation Group, and concurrently Director of Flight Standards.
During his time in CAAS, Alan led the revamp of Singapore’s safety regulations and systems, oversaw the development of Singapore’s approach on Safety Management Systems for air operators and maintenance organisations and implemented the State Safety Programme.
Prior to his current appointment, Alan was the Advisor for Aviation Safety at the Permanent Mission of Singapore to ICAO where he supported Singapore’s efforts towards the development of aviation safety globally.

Barathan Pasupathi is the CEO of Jetstar Asia since July 2012.
Jetstar Asia is one of Singapore’s leading low-cost airline and is part of the Jetstar Group. Jetstar Asia currently operates a modern fleet of Airbus A320 Aircraft and has an expanding network across Southeast Asia and Australia.
Barathan has more than 30 years of experience in aviation and energy sectors and was a founding executive of Jetstar Asia, serving as its Chief Financial officer (CFO) from 2004 to 2007. Some of Barathan’s accomplishments include helping to establish Jetstar Asia through its merger with Valuair, fleet procurement and fuel hedging.
Prior to being appointed CEO of Jetstar Asia, Barathan was the Managing Director of Mabanaft Singapore Pte Ltd, a leading independent German oil trading group based in Hamburg and served as Senior Advisor to its parent company Marquard & Bahls with assets in downstream Oil & Gas. He also expanded his aviation experience as CFO for Middle East-based Jazeera Airways and setup Sahaab Aircraft leasing.
Barathan is a graduate from Murdoch University with a Bachelor of Commerce. In 2013, he was awarded the Distinguished Alumnus award by Murdoch University. He also holds a Masters in Business Administration and is a Fellow of CPA Australia.
Barathan has also served in many public and private charity organisations including the Nature Society of Singapore, Assisi Hospice and is currently a Board member of the Children’s Cancer Foundation.

Dr. Nopasit Chakpitak received his Bachelor of Engineering Program in Electrical Engineering from Chiang Mai University and then Ph.D. in Electronic and Electrical Engineering at the University of Strathclyde, Scotland.
His latest occupational accomplishments were residing as the Dean of International College of Digital Innovation (ICDI) of Chiang Mai University and holding the title of the Board member of AOT TAFA Operator Company Limited (AOTTO) which is a subsidiary company under Airports of Thailand Public Company Limited (AOT).

Birke Rhodes is the Division Manager for Airport Safety and Operations with the Federal Aviation Administration at National Headquarters in Washington DC. Birke currently is responsible for airport safety and policy within the United States to include approximately 2,800 federally obligated airports. Mr. Rhodes also is responsible for safety oversight and safety policy for the Part 139 Airport Certification Program which includes 517 commercial service airports. His Division has responsibility in key areas of: Aircraft Rescue and Firefighting, Airport Emergency Planning, Wildlife Hazard Management, Airport Personnel Training, Safety During Construction, Winter Operations, Fueling Safety and Airport Safety Management Systems.
Birke began his aviation career in 1991 working for the Chicago Department of Aviation as an Airport Operations Supervisor at Chicago O’Hare International Airport. He was responsible for all aspects of airside safety, airport operations and Part 139 compliance. After working closely with FAA’s Regional Airport Certification Team, Birke found his passion in airport safety and regulatory oversight as an Airport Certification Safety Inspector for the FAA in the Great Lakes Regional Office in Chicago. While in the Great Lakes Region, Birke was promoted to Lead Airport Certification Safety Inspector and then to Safety and Standards Branch Manager overseeing the regional airport safety, airport standards and engineering program for eight states in U.S.
Birke is a graduate from Southern Illinois University where he studied Aviation Management and Aviation Flight and he is currently an Instrument Rated Private Pilot.

Blair Cowles is IATA’s Asia-Pacific Regional Director focused on Safety and Flight Operations. He is based in Singapore and leads a small team engaged in extensive advocacy work throughout the Asia-Pacific region representing the safety and operational interests of IATA member airlines, primarily with air navigation service providers, transport ministries, civil aviation authorities, airports, and ICAO. Prior to joining IATA in 2013, Blair spent twelve years with Airways New Zealand in a variety of operational and managerial ATC roles.
Blair has an Executive MBA, a Post-graduate Diploma in Management, and a Bachelor of Arts in International Relations.

Charles Sih is currently the Divisional Vice President of Safety, Security and Quality for Singapore Airlines. He has been involved in the transformation of the safety management of the company from a Safety I to Safety II approach. He also promoted the digitization of the safety processes of the company including data analytics.
Before this he served 28 years in the Republic of Singapore Air Force as a pilot and in various command and staff positions. His last appointment in the Air Force was Chief of Staff (Air Staff).
He holds a Bachelor of Electrical Engineering (Hons) Degree and Master of Business Administration.

Ms Cheryl Chen is a tower-rated air traffic controller and has worked at Taipei and SongShang Control Tower before being repositioned as a safety officer for Air Navigation and Weather Services, the ANSP in Taiwan.
She has been actively involved with IFATCA’s regional events and has been passionately advocating for gender equity in aviation. She also helped initiate the IFATCA Speaking English Program, which is now widely utilized by many pilots and ATCs to keep up their English-speaking ability. Cheryl was elected as IFATCA North Asia regional vice president in 2019, and later on took up the role as IFATCA EVP for Asia Pacific Region from 2021.
Before joining the aviation industry, Cheryl received her academic training in social psychology and sociology from the University of Cambridge. Her background leads to her keen interests in human performance and safety management.

Dr. Chong Chun Hon is the Chairman of the Civil Aviation Medical Board of the Civil Aviation Authority of Singapore (CAAS). He is also a Visiting Consultant to the Singapore Armed Forces for Aviation Medicine.
Dr. Chong has over 30 years of experience as a specialist in Aviation Medicine. Prior to joining the CAAS in 2009, he served in the Singapore Armed Forces for 22 years where he had held various staff and command appointments. He was the Chief Air Force Medical Officer of the Republic of Singapore Air Force and the Assistant Chief of Medical Corps of the Singapore Armed Forces when he completed his military service.
Dr Chong has been a member of International Academy of Aviation and Space Medicine since 2007 and is currently its Deputy Secretary-General. He is also a member of the Mental Health Working Group of the Aerospace Medical Association, an international professional organization in the fields of aviation, space and environmental medicine.

Chris Carter has served as the Director of the Federal Aviation Administration (FAA) Asia-Pacific Region, located in Singapore, since June 2021. In this role, Carter provides leadership and promotes US interests advancing civil aviation safety and efficiency in the Asia-Pacific Region. He leads a staff of twenty people located in offices in Beijing, New Delhi and Tokyo as well as Singapore and Washington, DC. His office acts as liaison to the International Civil Aviation Organization (ICAO), Association of Southeast Asian Nations (ASEAN) Air Transportation Working Group, Asia Pacific Economic Cooperation (APEC) Aviation Experts Group, and the International Air Transport Association (IATA).
Prior to this appointment, Carter served as the Deputy Executive Director for Strategic Initiatives in the Aircraft Certification Service (AIR) of the FAA’s Aviation Safety (AVS) Line of Business. In that role, he oversaw a transformation of AIR that included a complete reorganization of a workforce of 1,300 employees as well as an improvement in the aircraft certification process. He also collaborated with industry stakeholders, international regulators and across AVS to more fully integrate the certification and operational aspects of an aircraft lifecycle.
Carter joined the FAA in 2004 as a manager in the Aircraft Engineering Division. Prior to joining the FAA, He spent 18 years in the aviation industry, starting as an aircraft technician in the UK. After earning his engineering degree from Embry-Riddle Aeronautical University (ERAU), he worked as an engineer and a Designated Engineering Representative (DER) for several years. He has held various management positions in the aircraft modification and interior completions sector of the industry where he managed programs; negotiated supplier agreements and oversaw regulatory and safety compliance. Carter also holds an MBA from Webster University and a Professional Engineers License.

Leading a data innovation team in Singapore to collaborate with our customers by pioneering the use of design thinking, data science, cloud computing to support better decision making across airline operations.
After graduating as a mathematical engineer I started developing high integrity software for Reactor Protection, Aircraft Fuel and Train Auto-Pilot systems.
I then moved onto develop the maintenance planning tool sets supporting aero engine maintenance today.
My curiosity grew for the connection between data and business dynamics, first developing a maintenance plan disruption forecast, then delivering improvements to spare parts demand forecasting and inventory management systems.
I then moved onto consulting within business development focusing on the connection between sales and operational improvements to digital services in Civil Aerospace.
Since starting in Singapore I have built a successful digital innovation team integrating Airline Safety, Efficiency and Maintenance capability.
My passion is in finding the most open and flexible way to collaborate to quickly produce integrated solutions that work with airline operators to achieve their goals.

Christine has been in the aviation industry for 26 years. Christine’s experience in aviation business includes aircraft maintenance engineering, risk management, safety investigation, safety promotion, IOSA oversight, Maintenance LOSA PMO, SMS/Human factors training and lectures.
She holds a Master’s degree in Aircraft Maintenance Engineering, Business Management Administration degree (Montpellier Business School) and she was awarded Fellow Member of the Royal Aeronautical Society.
Today, as a Head of Regulatory Compliance, she is responsible for organizing & maintaining effective management systems to satisfy aircraft maintenance business growth and regulatory requirements, Christine is actively involved in developing initiatives and solutions to promote safety culture and regulatory compliance.

Danny Ho is chief executive vice president at EVA Air, where he is responsible for the carrier’s Corporate Safety, Security and Sustainability Division, and it's Occupational Safety and Health Division. He has been a member of Flight Safety Foundation’s Board of Governors since 2016 and is a former chair and long-time member of the Foundation’s International Advisory Committee.
During his career, he has held numerous management and executive positions at EVA and is active in a variety of industry organizations and committees. In addition to his role at Flight Safety Foundation, he also is a member of the International Society of Air Safety Investigators, the Association of Asia Pacific Airlines Flight Operations and Safety Working Group, and the Star Alliance Safety Committee, among others. He serves on the boards of Flight Safety Foundation-Taiwan and the Chinese Society of Civil Aviation.
Ho joined EVA in July 1990 after he graduated from Central Missouri State University in the United States with a master’s degree in business administration and Master of Science in aviation safety and FAA Private Pilot certificate. He is a visiting professor at the China Civil Aviation University and the Civil Aviation Management Institute of China.

Wan is manager in Safety Management Department of AEROTHAI. After initiating AEROTHAI SMS implementation in 2005, she has maintained full support of the system until today. Currently, she leads the safety risk assessment and safety continuous improvement activities in SMS. She represents AEROTHAI in CANSO and ICAO safety-related workgroups.
Wan holds a Bachelor degree in Business Administration and Economics from Carnegie Mellon University and a Master degree in Aeronautical Science with a track in Safety from Embry Riddle Aeronautical University. She obtained FAA Private Pilot Certificate in 2003.

Elisabeth Martin is vice president of Enterprise Safety & Mission
Assurance. In this role, she leads efforts to strengthen the
company’s unified approach to aerospace safety and mission
assurance for Boeing’s broad portfolio of products and services,
as well as accident and incident investigations.
Prior to her current assignment, Martin was senior director of
Mission Assurance and Airworthiness for Boeing Defense, Space
& Security (BDS). She was responsible for developing and
deploying the BDS mission success strategy, policy and
practices, and had independent approval authority for mission
readiness of all BDS divisions and programs. The organization
that Martin led is the primary interface to the military and civil
airworthiness authorities for BDS products.
As managing director of Boeing Research & Technology-China,
Martin oversaw all BR&T-C functions. Her main responsibilities
included formulating and implementing Boeing’s research and
development strategy in China, as well as establishing and
supervising research project portfolios with the aim of delivering
mutual benefits for Boeing and China through innovation.
Martin previously served as director of Asia-Pacific Safety and
Regulatory Affairs for Boeing Commercial Airplanes and deputy
to the 787 vice president and chief project engineer. She has held
a variety of engineering and management positions in design, build and certification roles throughout her
nearly three decades with Boeing.
Martin holds a Bachelor of Science in Aerospace Engineering from the Georgia Institute of Technology and a Master of Arts in Whole Systems Design from Antioch University.

An Airport Digital Transformation Product Management Professional, with a keen interest in aviation safety.
Edwin started his career in the UK as a Systems Engineer working on decision support tools for area Controllers, before becoming a Safety Specialist. Edwin’s interest in aviation safety stemmed from this early part in his career leading work on safety benefit (and cost) modelling and being integral in establishing UK airports safety strategy and unit operational safety plans to measure, manage and mitigate operational safety risk, in particular runway safety.
Having programme / project managed major complex airport changes such as Follows the Greens, AMAN, Dependent Parallel Approaches (outside of ICAO) and the Smart Tower Prototype in the UK, UAE and Singapore, Edwin is using his on the ground knowledge and experience to unlock the benefits of Digital Towers and establish the NATS’ Airport Digital Transformation Roadmap.

Capt. Dr. Eugene C. Antoni is the current Divisional Vice President for Technical Regulatory and Projects at Singapore Airlines (SIA). He has been in SIA since 1987 and has flown the A310, A320, B757, B777, B787, B744 and A350. He commenced his management tenure in 2003 as the Flight Ops Safety Manager and was an Accredited Accident Investigator, Line Instructor Pilot and Crew Resource Management Instructor prior. In 2012 he was seconded to Tiger Air as the Director of Flight Ops. In 2016, Eugene led the FLT OPS integration of Tigerair and Scoot as the SVP Flight Ops for Scoot. Upon his de-secondment back to SIA in 2018 he was appointed as Chief Pilot B787 thence Chief Pilot of Training and Chief Pilot of A350 prior to being promoted to Divisional Vice President Line Ops. He is currently an examiner and flight instructor on the A350. He holds a PhD in Conflict Management together with a Master of Science in Air Transport Management and a Master of Theology. In addition, he is also an Aviation Safety Graduate from USC and holds an Executive Coaching Certificate from Insead. He will take on the appointment of Ag Senior Vice President Flight Operations at SIA from the end of March 2023.

Frédérique Miller is Vice President Sales of Thales Land & Air Systems (LAS) since 2019. She leads the LAS sales teams for its 5 business lines: Air Mobility Solutions, Vehicles & Tactical Systems, Optronics & Missile Electronics, Air Operations & Weapon Systems and, Surface Radars.
Frédérique began her career in 1987 in the telecommunications sector, holding several international sales managing positions.
In 2010, she joined the Thales Group in the defense and security sector, where she led the radio Communications export sales team for Thales Communications. In 2014, she moved to South Africa to serve as Vice President, Southern Africa. Han is active in mediation training. He is a lead trainer in HKMAAL accredited general mediation courses. He is also a HKMAAL assessor. Han speaks at various mediation seminars and workshops both in Hong Kong and overseas. Dr. Hassan Shahidi is the President and CEO of the Flight Safety Foundation, where he leads a global campaign to improve aviation safety. Prior to joining the Foundation, he served as a Director at MITRE's Center for Advanced Aviation System Development, where he led research and engineering relating to aviation safety, drone and commercial space operational integration. He directed the Safety Information Analysis and Sharing (ASIAS) capability development, a government-industry safety data sharing partnership, he helped launch in 2007. He extended the concept of safety data sharing to Asia Pacific, dubbed AP-Share, in partnership with the Flight Safety Foundation. Dr. Shahidi has over 35 years of experience in applying systems engineering and data analytics to advance air traffic control in the U.S. and around the world. He led a number of air traffic modernization initiatives including performance-based navigation (PBN), airspace design analytics, traffic flow management, and terminal automation concepts. Prior to MITRE, Dr. Shahidi led a number of initiatives in the 1980s as part of the Martin Marietta air traffic modernization program. He holds a private pilot license. Dr. Shahidi is a recipient of various industry awards, including RTCA Outstanding Achievement Award. He holds a bachelor and master in international economic and studies, a master in systems engineering and operations research, and a doctorate in engineering management.

Mr. Donohoe started his career at Aer Lingus in 1978 and became its Chief Pilot before going on to head key departments including Safety, Quality, Flight Operations and Engineering.
Mr. Donohoe then spent seven years with Emirates Airline in various safety roles, ultimately as Divisional Senior Vice President Flight Operations and Primary Crisis Director.
Most recently, Mr. Donohoe served as Senior Vice President Safety, Security, Compliance & Emergency Response at Norwegian Air. At the airline, he was responsible for the integration of multiple AOCs and Safety, and security & compliance departments under a single entity, among other initiatives.
He has also served on the IATA Safety Committee and Flight Safety Foundation Board of Governance.

Since Aug 2019, Captain Cheng has held the position of Senior Vice President of Flight Operations at Scoot, and is responsible for overseeing the day-to-day safe and efficient operations of all Scoot flights. Prior to his stint with Scoot, Captain Cheng was the Vice President of Flight Operations at SilkAir.
During his time with the SIA Group, some of the notable milestones/achievements of Captain Cheng include:
- Leading the Entry-into-Service of the world’s first B787-10 in Singapore Airlines
- Overseeing the merger of SilkAir into Singapore Airlines
- Leading the Scoot Flight Operations team through the COVID-19 pandemic despite the majority of the fleet being grounded in 2020, and eventually seeing to the safe ramp-up of operations to where Scoot is operating today at close to 80% of its pre-pandemic capacity
- Recipient of the Singapore Medal of Valour for exemplary leadership and courage in circumstances of personal danger during the fight against COVID-19 with Scoot

Jason Bok is the Vice President, Corporate Quality & Safety at ST Engineering Commercial Aerospace (STECA) since 2019. He oversees the Quality and Safety functions for STECA Business Units globally.
Jason has over 25 years of experience in aviation operations, quality & safety management. He started his career as an air engineering officer with the Republic of Singapore Air Force (RSAF), working on quality and safety management for RSAF's platforms. His passion for operations and systems management allowed him to assume leadership roles in inducting new aircraft platform; execution of MRO deliverables and developing aircraft operational engineering capabilities, while relentlessly "building-in" quality and safety management into operational systems. He had been privileged to train with the US Army Aviation and was afforded opportunities to lead operational engineering aircraft support for humanitarian efforts during the 2004 Indian Ocean Tsunami. While in the RSAF engineering headquarters, Jason performed fleet Systems Management roles and had served a total of 12 years before leaving the RSAF as a Lieutenant Colonel, heading the Quality Assurance department.
After the RSAF, Jason served as Program Director for CAE South East Asia (SEA), where he executed deliveries of aviation and non-aviation simulation solutions with CAE's industry-leading simulation technologies for regional commercial and defence customers. In 2012, he assumed the role of Deputy Vice President of Operations at Airbus Helicopters SEA and was later appointed as the Head of Aircraft Completion Center. In his role, he was responsible to lead the operations for new aircraft assembly and modifications, aircraft entry into service, MRO and 24/7 fleet availability programs for regional customers.
He returned to serve in the Quality and Safety fraternity as Head of Quality for Singapore Mass Rapid Transit and subsequently joined ST Engineering Commercial Aerospace.

And they have made the ANA Monitor and prediction (A-MAP) project, and they are doing the predictive maintenance in ANA E&M. Kathleen is the Director for Boeing’s Global Air Crew Operations. She leads Boeing’s team of Flight Operations Representative Pilots who are posted with Boeing airline customers all over the world. Kathleen and her team are a key component of Boeing’s Global Aviation Safety Initiative. Kathleen brings a broad set of experiences and skills leading teams to achieve strategic and challenging goals. Prior to taking this position, Kathleen was the Director of Delivery Operations for the 737. Other assignments at Boeing have included Director of Manufacturing for 737, Director of Manufacturing for 777X Change Incorp. & Refurb. and Deputy Program Manager for the P-8 program.
Additionally, she has broad 737 experience prior to joining Boeing. She is a captain on the 737 - as well as on several other jets. She has a Doctorate degree in Law, a Bachelor’s degree in Finance, an LLM degree in Dispute Resolution and a certificate in Executive Leadership. She has worked for a number of airlines in various leadership roles including Pilot Examiner and Director of Training. Throughout her career, she has actively utilized her legal training and knowledge of regulatory standards to accomplish strategic goals and run a healthy business. Mr. Takahashi joined the Ministry of Land, Infrastructure, Transport and Tourism of Japan in 1992 and has been involved in transport administration for 30 years. He has wide range of experience of transport issues in Japan and especially in civil aviation among others.
He also worked in Paris, France, for 6 years as a first secretary in charge of transport and tourism at the Japanese embassy (the first 3 years) and as the DG of Japan tourism office (the second 3 years).
Recently, he made massive airline network expansion at Tokyo-Narita Airport as an executive officer of NAA (Narita Airport Authority) in charge of airline network sales and marketing (2017-2021). He then took command of airport operation at Tokyo-Haneda Airport during Tokyo Olympic & Paralympic Games as the airport administrator (2021-2022) and contributed to the success of the Games.
Now he has been working with colleagues to ensure the air traffic safety and to upgrade ANS in Japan as the DG of JANS (Japan Air Navigation Service) with wide job experiences in the past.
He is educated at the University of Tokyo (LL.B) and the London School of Economics (LSE) (MSc in Regional and Urban Planning Studies).

Lam Seng joined the Civil Aviation Authority of Singapore (CAAS) as an Air Traffic Control Officer (ATCO) in 1992. He is trained in aerodrome control (Changi) and approach control service. Having acquired the knowledge and experience in the provision of air traffic services, Lam Seng was posted to the Singapore Aviation Academy (SAA) as an ATS Instructor from 2005 to 2006, and was responsible for planning and conducting aerodrome control and approach control courses for ATCOs.
He was subsequently posted to Changi Tower as a project officer, assisting the Chief Chang Tower in the management of air traffic operations. He assumed the role of Chief Changi Tower in 2011. He joined the Aerodrome and Air Navigation Services Regulation (AAR) Division of CAAS in 2014 and is responsible for the safety oversight of the air navigation services in the Singapore Flight Information Region.

She served as the twelfth Secretary General of the International Civil Aviation Organization (ICAO) from August 2015 through July 2021. One of her pivotal achievements was to modernize ICAO's principal global standard-making function to evolve with sectoral changes and encourage new technologies. Dr. Liu has put innovation at the centre of ICAO while ensuring the relevance of ICAO global standards and policies. One of the best examples of her leadership involves her dedication to promote gender equality and the empowerment of women. She is also an ardent advocate of aviation’s benefits for sustainable development, sensitizing high-level government officials and enhancing their political willingness to allocate sufficient resources to aviation development in the context of the No Country Left Behind (NCLB) initiative and the United Nations 2030 Agenda for Sustainable Development.
Prior to her appointment as ICAO's Secretary General, Dr. Liu served for eight years as the Director of ICAO's Bureau of Administration and Services (ADB). Before joining ICAO, Dr. Liu had been with the CAAC for over twenty years, responsible for China's international air transport policy and regulations, bilateral and multilateral relations with international and regional organizations.

Maggie is a Certified Human Factors Professional (CHFP) and a Boeing Technical Fellow specializing in maintenance human factors. She received her Ph.D. in Industrial Engineering/Human Factors Engineering in 2005 from State University of New York at Buffalo. Maggie joined The Boeing Company in January 2012. She was selected as an Associate Technical Fellow in 2017, and then promoted to the Technical Fellow rank in 2022. Maggie has:
- Substantial experience in developing various safety programs (e.g., reactive, proactive, and predictive) through working closely with airlines, manufacturers, maintenance organizations, ground service providers, regulatory agencies around the world.
- Substantial experience in applying human-center design methodology to design, develop, and evaluate a variety of systems and applications (e.g., Mixed Reality wearables, tablets, smart phones, web-based, portal/intranet).
- A proven record of leading multidisciplinary teams and working with people at all levels of the organization and across various cultures.
- Authored over 70 technical publications, chaired technical sessions, and frequently spoken at aviation safety conferences and seminars.
- Has professional industrial and systems engineering training in workplace and process optimization.
Maggie and her former lead, Dr. Bill Rankin received the Engineering Team of the Year Award for Boeing Commercial Aviation Services in February 2013. Maggie received the Boeing Service Culture Excellence Award in June 2018. Previously, Maggie was a faculty member of Aviation Science at Saint Louis University and also worked as a senior usability consultant at Perficient Inc. She was an Amelia Earhart Fellow 2004-05.

Maneesh Kumar is a Joint Director General in DGCA-India. He holds a Bachelor’s Degree in Aeronautical Engineering, a Master’s Degree in Roto dynamics and a Bachelor’s Degree in Law.
In his aviation career spanning a period of over 30 years he has served in various capacities in the DGCA-India. He has been the lead investigator in many major accidents, a prolific auditor of the Aviation organisations and he is instrumental in the development of the State Safety Programme, related regulations, guidance material and publications.
At present, among his other assignments he is handling the implementation of State Safety Programme in India at State level and implementation of SMS among service providers. He has been instrumental in the establishment of the National Aviation Safety Plan, State Safety Priorities, Performance Indicators and Safety Action Plan. He also heads the DGCA-India Training Directorate, Drone Directorate and Flying Training Directorate.
He has also worked as an ICAO expert for developing State Safety Programme for other countries
He is a member of ICAO GASP-Steering Group.
He was the member of the ICAO task force for developing the requirements on the subject “Assistance to the victims of Air Accident”

Mitch Fox has an over 44 year career in civil aviation. Prior to joining the Flight Safety Foundation, Mitch was a flight crew member for a major airline, as well as senior training manger in the airline industry. Following his flying career, Mitch joined the International Civil Aviation Organization in March of 1991 and served the organization in various senior level capacities during his nearly 30-year career with ICAO. Mitch served as the Chief of the TRANAIR Programme, Chief of the Operational Safety Section and for three years as the Chief of Strategic Planning and Regional Affairs Coordination within the Office of the Secretary General. Mitch also served in the United Nations for two years as the Director of Air Transport Services managing the over two-hundred aircraft fleet that support UN Peace Keeping Missions worldwide. Following his career with ICAO, Mitch was the Representative to ICAO for the international aerospace industries association where he served as an Observer on the ICAO Air Navigation Commission.

Captain Norazman first attained his pilot wings in 1990 and began his flying career with the country’s national carrier, Malaysia Airlines in 1991. He received training from the Civil Air Training Academy Australia and was later seconded to the Department of Civil Aviation (DCA) in 2005. During his extensive career with Malaysia Airlines, he had served as an examiner for B737, A330 and A350 aircraft and Fleet Captain Wide Body. He was appointed as the Chief Pilot Fleet Operations of Flight Operations at Malaysia Airlines from 2017 to 2020 where he was responsible for leading the efficiency of line operations and contributed in enhancing the flight operations process via technology transformation.

Mr. Pham Viet Dung has been Chairman of VATM since 2017, before that he held the position of VATM’s Director General since 2015. VATM is the only and state-owned ANSP of Vietnam under the Ministry of Transports.
Before working for VATM, Mr. Dung had 22 years from 1993 serving for the Civil Aviation Authority of Viet Nam (CAAV) in different positions. CAAV is an authority under MOT and is responsible as an advisor for the Minister of Transport in performing state functions in the field of civil aviation national-wide.
Currently, Mr. Pham Viet Dung is also the President of Viet Nam Aviation Business Association (VABA).
With considerable knowledge in aviation as well as public management, Mr. Pham Viet Dung has been dedicating his works for Vietnam Aviation Industry for more than 3 decades and has experience in many different positions.
During his career, Mr. Dung has contributed a lot in the aviation industry of Vietnam in general and air traffic management in particular.

Philip Goh is Regional Vice President, Asia-Pacific, for the International Air Transport Association (IATA) since September 2021. IATA's mission is to represent, lead and serve the airline industry, and brings together some 290 airlines, including the world's largest. IATA’s member airlines account for 83% of global air traffic.
Philip represents IATA in the Asia-Pacific region, which comprises 37 countries and territories and more than 40 IATA member airlines. He leads IATA’s efforts across the spectrum of airline issues, including advocacy and recovery of international travel from the COVID-19 pandemic, safety, security, financial settlement services, commercial products and services, and sustainability.
Philip is no stranger to aviation, having spent 34 years with Singapore Airlines (SIA) with extensive experience working throughout the Asia-Pacific region. He has held various senior management roles at SIA, including most recently as Regional Vice President for South-West Pacific until April 2021. His other previous regional head roles include RVP for South-East Asia, and RVP for West-Asia and Africa. He has held many appointments at SIA headquarters and overseas Country Manager postings across the SIA network. In 2004 he served a stint in London at SIA’s then associate airline company Virgin Atlantic Airways heading its international sales and operations and distribution and systems, before returning in 2007 to SIA as General Manager Japan, prior to his assuming various regional responsibilities from 2010.
Philip holds a Master of Business Administration and Bachelor of Science in Estate Management with Honours from the National University of Singapore. He is deeply passionate about executive coaching and takes a keen interest in the leadership development of the people and teams he works with.

She began her career as the Sub-Director of Airport Infrastructure at the Directorate of Airports and later became the Technical Director at PT Angkasa Pura I. Afterward, she returned to the Ministry of Transportation as the Director of Air Navigation.
Polana's reputation as an outstanding leader in the aviation industry led to her appointment by the Minister of Transportation as the Director General of Air Transportation. She also served as the Head of the Transportation Management Agency of Jakarta (BPTJ) under the Ministry of Transportation. She holds a Bachelor's degree in Civil Engineering from the Bandung Institute of Technology and a Master's degree in Transportation from the same university.
Throughout her tenure as CEO of AirNav Indonesia, Polana has demonstrated exceptional leadership during the COVID-19 pandemic, which has significantly impacted national and global aviation. My aviation career started in 1998, I trained as an abinitio in France EPAG/IAAG for 2 years. My first assignment was piloting the ATR42/72 for Air Mauritius; I then progressed to flying as a First Officer on the Airbus 330/340.
Even as a junior pilot, I possessed a keen interest in the Human Factors domain leading me to join the Human Factors team. My desire to expand my horizons led me to relocate to Singapore where I worked for Jetstar Asia, a subsidiary of Qantas. I received my Command on the Airbus 320 in 2012.
Concurrently, I also opted to resume my university studies, which had been interrupted by my selection into the Air Mauritius cadet programme. While juggling the demands of being an aviator, I completed my Bachelor of Arts Degree in Psychology from Murdoch University. Subsequently I completed my Masters in Organisational Psychology from Birkbeck College, University of London. One of my favorite modules was on Safety and Accident Investigation, which I found very relevant to my role at work. In 2021, EAAP accredited me as an Aviation Psychologist on account of my academic qualifications and volunteer work. During the pandemic, I helped set up and oversee a peer-support program for my pilot union.
I returned to Air Mauritius where I am now a Captain on the A330. During my 2 years of COVID furlough, I completed a diploma in coaching and an MBA in International Business with IAE, the Sorbonne Business School. This enabled me to work on my business and leadership skills as well as establishing a coaching business.
My interest in mentoring younger pilots and improving pilot mental health, has led me to volunteer at Resilient Pilot as a mentor/coach and CBTI. I also design and deliver course for them.
I recently graduated from the 99s Professional Pilot Leadership Initiative program and have enjoyed sharing experiences and learning from the other pilots. I feel that the power of community and mentoring is one of the most powerful methods of encouraging more pilots, especially female, to join commercial aviation.
In January 2022, I was recruited to join the International Federation of Airline Pilots’-IFALPA’s technical and standards team in a permanent role as Technical Officer. My main responsibility is acting as representative to ICAO on the Air Navigation Commission as a Permanent Industry Observer.

Dr. Quay Snyder is President/CEO of Virtual Flight Surgeons, [Aviation Medicine Advisory Service] providing medical certification and aviation safety guidance for pilot and air traffic controller unions as well as business and general aviation pilots. Dr. Snyder has been the Air Line Pilots Association, International Aeromedical Advisor since 2010, after serving as Associate Aeromedical Advisor since 1994. Since 2015, he has served as the FAA / ALPA HIMS Program Manager and has over 20 years’ experience sponsoring and monitoring substance addicted pilots.
Quay holds board certification in Aerospace Medicine, Addiction Medicine, Family Practice and Occupational Medicine. He is a graduate of the United States Air Force Academy, Duke University School of Medicine and the University of Colorado Health Sciences Center. He served in the USAF, USAF Reserve and Colorado Air National Guard for 25 years as a flight surgeon, glider instructor pilot and in leadership roles.
Dr. Snyder is active in many aviation safety committees and organizations, both nationally and internationally. He is an AsMA Fellow and member of several of AsMA’s Constituent and Affiliate organizations. He serves on the Board of Directors of the International Academy of Aviation and Space Medicine and on the Board of Trustees of the National Aviation Hall of Fame from 2014-2020. He has chaired the National Business Aviation Associations Safety Committee’s Fitness for Duty Working Group and served on both the medical expert group for the FAA’s Pilot Fitness Aviation Rulemaking Committee
and co-chairs AsMA’s Pilot Mental Health Working Group. Dr. Snyder also serves on several ICAO working groups including Problematic Use of Psychoactive Substances (PUPS), Mental Health, Medical Certification and Standards and CAPSCA. He is a member of the Flight Safety Foundation’s Business Advisory Council and is on the faculty of the University of Southern California’s Viterbi School of Engineering in the Aviation Safety and Security Program.
Dr. Snyder has been an FAA Certified Flight Instructor (Gold Seal) since 1975 and actively serves as a Designated Pilot Examiner since 1998 and FAA Safety Team representative since 2003. He received the Soaring Society of America’s World Distance Award for 40,000 km (Earth’s circumference) of solo cross-country flight in his ASK-24B glider. He is also active in triathlons qualifying for the 2016, 2020 and 2022 Ironman Hawaii World Championships and in 2020, qualified for the International Triathlon Union’s World Championships representing Team USA in every triathlon distance from sprint to long course as an age group amateur.

Mr. S. Iswaran joined the Singapore Administrative Service in 1987. He served in the Ministries of Home Affairs and Education, was seconded to the National Trade Union Congress, and later to the Singapore Indian Development Association as its first Chief Executive Officer. Mr. Iswaran was Director for International Trade at the Ministry of Trade and Industry in the lead up to Singapore’s hosting of the WTO Ministerial Conference in 1996.
He then joined the private sector, as Director for Strategic Development at Singapore Technologies Pte Ltd. Later, as Managing Director at Temasek Holdings, he undertook investments, takeover, buy-out and merger transactions in the pharmaceuticals, biotech, hi tech manufacturing, transport and logistics sectors.
Mr. Iswaran has been elected as a Member of Parliament in six General Elections since 2 January 1997. Prior to his appointment to Cabinet in 2006, he served on several Government Parliamentary Committees, and as the Deputy Speaker of Parliament from September 2004 to June 2006.
Mr. Iswaran is currently the Minister for Transport, with responsibilities spanning land, air, and sea transport. Key focus areas include rebuilding the Singapore air hub and the safe reopening of air travel amid the COVID-19 pandemic; strengthening Singapore’s maritime hub; and building a reliable, sustainable, and inclusive land transport system. Mr. Iswaran is concurrently Minister-in-charge of Trade Relations at the Ministry of Trade and Industry where he oversees various bilateral and multilateral trade negotiations. Mr. Iswaran has also held Ministerial positions in the Ministry of Communications and Information, the Ministry of Home Affairs, and the Ministry of Education.
Mr. Iswaran read Economics at the University of Adelaide and graduated with First Class Honours. He also holds a Masters in Public Administration from Harvard University.

In 2011 Sean took on a role of the Measurement & Control Japan Country Leader. He was responsible for leading and coordinating M&C Japan country teams to develop and execute country specific strategies and ensuring quick responsiveness to customer related issues. Before joining AEROTHAI, Sekpong was an air force Air Traffic Control Officer ATCO. He joined AEROTHAI as an (ATCO) in 1990. He was trained in aerodrome control and approach control (Hat Yai International Airport).
Sekpong is a life-long learner in aviation safety. He has supported AEROTHAI SMS since 2010. Today, as an air traffic control manager in safety and standard, he is responsible in investigation, safety promotion and other activities in safety management. He leads the safety working group at Hat Yai Air Traffic Control Centre and coordinates with the SMS team in headquarter.
Besides safety management, Sekpong advocates improvement of ATCO assessment. He has been AEROTHAI ATCO assessor for the last ten years supporting aerodrome and approach licensing process.
He holds a master degree in Public Administration from Prince of Songkla University.

Selina is a registered supervisor psychologist and human factors expert obtaining her bachelor of psychological science, masters of organisational psychology and PhD at The University of Queensland in Brisbane. After this, she worked at Airservices as a senior human factor’s specialist and later manager of the human factors & analysis team in both the Canberra and Brisbane offices. Selina completed the Airservices investigator training and contributed to human factors investigations. She was then offered a job as a principal human factors consultant at Queensland Rail and was manager of the traincrew diagnostics and support investigations team.
After this, Selina led human performance at the civil aviation safety authority and acted in certificate team manager and safety systems manager roles. Selina completed lead auditor training, cabin safety investigation training, the advanced diploma of management and worked on a range of regulatory investigations. CASA also worked on regulation development and ICAO guidance materials for human performance, non-technical skills, remotely-piloted aircraft systems and safety management. Selina also conducted surveillance activities, safety promotional work and training delivery. She next joined the ATSB as a transport safety investigator in the Melbourne office for rail, aviation, and marine investigations. Selina led various investigations, conducted investigation research activities, and obtained her graduate certificate of investigations.
Currently Selina is an Associate Professor at RMIT university in the school of aviation and aerospace engineering. Her professional interests include emerging technologies, human-systems integration with complex socio-technical systems, personality psychology, workload and decision-making, investigations, and system safety.

Before joining the Association in 2016, Sia was at the Singapore Economic

Simon Hocquard, Director General, CANSO (Civil Air Navigation Services Organisation) was appointed on 19 June 2019. In leading and managing CANSO as the global voice of air traffic management, he is responsible for delivering CANSO strategies, expanding worldwide membership, and enhancing CANSO’s relationship with its industry peers and stakeholders.
Prior to this role, Simon was Deputy Director General of CANSO, where his responsibilities included overseeing all CANSO operations globally to ensure CANSO fulfilled its commitments and deliverables in a timely, efficient, and customer-focused manner.
Simon previously served at NATS, the UK air navigation service provider. His roles included Operations Director at Swanwick, the largest air traffic control centre in Europe, leading 1,500 people through the successful air traffic management for the 2012 London Olympics and other change programmes; and Director Operations and Strategy NATS, where he was accountable for creating and implementing the business, technical, operational strategies and vision for the entire regulated business.
Simon has significant experience of working with governments and international institutions. He is appointed by the European Commission as Chairman of the Network Management Board, which governs the overall European Air Traffic Network, and drives performance improvement across Europe as well as within EUROCONTROL. He is also a member of the ’Wise persons Group’ in Europe, which was established by the European Commission to provide recommendations for the future of European ATM.

In his various roles in the airline industry over the past three decades, he has developed a solid skill set that includes successfully building and managing relationships with different stakeholders, strong communications and public speaking skills as well as commercial acumen honed across different regions.
As Regional Vice President for an Asian airline in various regions around the world, and having also served as Chief Executive of SilkAir, Subhas is familiar with the Asian airline environment, its market dynamics and the region’s diverse political landscape. Building on his early experience in international relations, he has well-developed lobbying and negotiation skills as well as dealing with government affairs, which makes him well-placed to undertake the kind of advocacy and lobbying activities AAPA conducts as a trade association on behalf of its member airlines.

The country’s first Fijian female air traffic controller, Theresa O’Boyle-Levestam is the acting chief executive officer of the Civil Aviation Authority of Fiji (CAAF). She began her career as an air traffic control assistant in early 1992 and in 1996 she became the first female air traffic controller in Fiji that was licensed.
Ms. O’Boyle-Levestam underwent Air Traffic Control Training at the CAAF school of Air Traffic Services. She did her Search and Rescue Training at the Singapore Aviation Academy and took her Radar Control Training at the Korean Civil Aviation.
Ms. O’Boyle-Levestam holds a master’s in business administration- General Management from the University of Fiji.

As the Chief Operating Officer of the Federal Aviation Administration’s Air Traffic Organization (ATO), Timothy L. Arel is responsible for ensuring safe, efficient and secure air traffic services for approximately 50,000 aircraft operating every day over nearly 30 million square miles across the National Airspace System (NAS).
Mr. Arel provides leadership and guidance to more than 35,000 employees and oversees the daily operation of the ATO, an organization made up of air traffic controllers, technicians, engineers, pilots and a host of other technical and support personnel who provide services as part of eight service units: Air Traffic Services, Technical Operations, System Operations, Safety and Technical Training, Mission Support Services, Management Services, Flight Programs Operations and the Program Management Organization.
The organization is also responsible for operationalizing airspace modernization initiatives and integrating unmanned aircraft systems and commercial space operations into the NAS.
Mr. Arel currently serves as chair of the Civil Air Navigation Services Organisation (CANSO) Latin America and Caribbean CEO Committee, an organizational committee that works to harmonize regional air traffic policies and procedures to ensure safe and efficient operations with regional partners. As committee chair, he is a member of the CANSO Executive Committee, which serves as the organization’s Board of Directors.

Tzvetomir has over 30 years of experience in aviation, leading collaborative interdisciplinary teams for safety improvements, including global reforms to tackle specific operational safety risks and managing teams to develop the world’s largest aviation knowledge base SKYbrary.
