Workforce Changes and Operational Safety

Changes in the composition of the aviation industry’s workforce — and especially in the extent of the workforce’s knowledge, judgment, adaptability, and coordination — can influence operational safety for decades and should be subject to the same type of data analysis that has been accorded aircraft operations and technology, a scientific panel says.
